Rafael Him was elected to the Clinton County Board in November, 2014, after serving as a Trustee in the Village of New Baden. He was born in Gainesville, Florida, to Rafael and Carolyn Him, he is the older of two sons. Rafael’s father owned a construction company where he learned good work ethic and the meaning of a hard day’s work. From a very young age, Rafael’s parents instilled in him the meaning of freedom and American exceptionalism. He is married to Marie, and they have three daughters Evet; Elena; and Victoria.
Rafael’s faith in America and in the individual is what led him to start his political career. From a very young age, his parents taught him the meaning of self-reliance, hard work, loyalty and honesty. His Dad, who moved to the United States to pursue his education and escape the turmoil of his home country of Venezuela, taught him the meaning of the American Dream and to be thankful for all that he received. Rafael’s Mother showed him the importance of an education and to put the needs of others before his own. His parents worked hard to give his brother and Rafael the opportunities that they never had; that is why he says he owes the possibility of his dreams to his parents.
Rafael joined the United States Air Force in April 1991 and served for 22 honorable years. During his service he has had the privilege to travel the world representing American values. During Rafael's time in the service, he served with host nation allies, received diplomatic clearance for military aircraft landing and over-flight clearance, and he organized numerous missions including Presidential support missions, humanitarian, and countless war time operations to include Operation Iraqi Freedom, Operation Enduring Freedom and flew over 150 Combat and Combat Support Sorties on the KC-135R.
Rafael has been recognized with the following decorations: Defense Meritorious Service Medal; Meritorious Service Medal; Air Medal (two oak leaf clusters); Aerial Achievement Medal (four oak leaf clusters); AF Outstanding Unit Award with Valor Device (3 oak leaf clusters); Afghanistan Campaign Medal; Iraq Campaign Medal; Humanitarian Service Medal; Military Outstanding Volunteer Service Medal; Kosovo Medal; and NATO Medal for his actions in defending U.S. interest.
Clinton County Board
Him was first elected to the Clinton County Board in November of 2014. As a member of the Clinton County Board he serves as Chairman of the County Health & 708 Mental Health Board Area on Aging and Education Committee and Co-chair of the Law Enforcement, ESDA, Welfare, Safety, & Liquor Committee. He also serves on the Environmental Concerns, Solid Waste Unincorporated Area Committee, GIS-Geographical Information Systems Committee and the Veteran's Committee.
Village Trustee of New Baden, Illinois
While serving as Village Trustee, Him served as the Chairman of Community and Economic Development Committee. He also oversaw numerous beautification projects in the village, as well as efforts to modernize the police, EMT, and public works departments. Him also helped bring over 80 jobs and 4 new businesses to the Village. Other accomplishments while in office include support for the Clinton County Enterprise Zone and intergovernmental agreements between surrounding municipalities.
In 2014 Rafael developed a successful website builder (SnapSite.us) for political candidates; the site enables politicians, nonprofits and business owners to create their own website with minimal technical knowledge, combining Customer Relationship Management (CRM) with Content Management System (CMS) into one package aimed specifically to unite, organize and manage people for a particular cause.
